Bylaws of the Policy Committee
Word Document of Bylaws
Article I - The Committee
These bylaws pertain to the Policy Committee of the Faculty Council of the University of New Orleans.
Article II - Function
The functions of the Committee are the following:
-
The Policy Committee represents the faculty as an advisory committee to the Chancellor, making recommendations and stating faculty viewpoints concerning the policies and proposed policies of UNO.
-
The Policy Committee conducts the surveys which are part of the evaluation of the Deans for the Office of Academic Affairs, and surveys of other administrators, as directed by the Chancellor.
-
University committees shall be composed of faculty members approved by the Chancellor on the recommendation of the Policy Committee, except as specified in the committee charges. The Senate will establish, set charges for, and supervise the University standing committees except for the Courses and Curriculum committee and committees dealing with disciplinary matters. Reports from the committees will be discussed in the Senate before being formally communicated to the Administration or other body as appropriate.
-
If there should exist full-time faculty members who are not accorded representation on the University Senate under the procedures outlined in the Bylaws of the University Senate, and if these faculty are associated with administrative units not large enough to merit individual Senate representation, the Policy Committee shall develop a mutually satisfactory agreement by which these faculty will be attached to an appropriately represented unit for purposes of Senate representation and for purposes of being eligible to be candidates and to vote in Senate elections. Such agreements will be subject to ratification by the full Senate and faculty so assigned will not be included in the calculation of Senate representation as stated in University Senate Bylaws, Section II.B.5c.
-
The Policy Committee carries out whatever other duties are assigned to it by motions adopted by the Faculty Council or its representative, the University Senate.
Article III - Membership
-
Each major unit shall be represented on the Policy Committee of the Faculty Council by a Senator elected in a manner to be determined by that unit. This election shall precede and be separate from that for the remaining faculty Senators. Membership on the Policy Committee is limited to full-time faculty, exclusive of the administrators of rank of Dean or above, with at least five (5) years of full time academic service at UNO, or tenure. The membership of the Policy Committee shall be made up of one faculty member elected from each of the major units for staggered three-year terms. The Chair of the University Senate is a non-voting, ex-officio member of the Policy Committee.
-
If a Policy Committee member is unable to complete his/her term, a replacement shall be named according to the procedures established by the unit.
-
No Policy Committee member who has been elected to, and serves, a three-year term may succeed him/herself.
Article IV - Officers
-
The members of the Policy Committee shall, at the beginning of each school year, elect from their voting membership a chair, a vice-chair, and a secretary..
-
Duties of the officers
-
The Chair of the Policy Committee conducts all meetings of the Policy Committee and sets the agenda. The chair is a voting member.
-
The Chair of the Policy Committee, or his/her designee, shall be a member of the University Senate Executive Committee.
-
The vice-chair acts in the chair’s absence.
- The secretary takes the minutes of each meeting.
Article V - Meetings
- Meetings shall be called at the chair’s discretion or at the request of two members of the Committee.
- A majority of the membership of the Committee shall constitute a quorum.
- The meetings are open to members of the UNO faculty, staff, student body, and alumni, except when the Policy Committee, by majority vote of those present, designates a meeting or portion thereof as an executive session.
Article VI - Amendments
-
These Bylaws may be amended by a 2/3 vote of the Faculty Council present and voting at a given meeting, notice of the intended presentation of the amendment having been furnished the membership of the Faculty Council at least one week prior to the meeting. These bylaws shall become effective and binding when approved.
